Open a PayPal dispute for “item not received” in the resolution center and escalate to a claim as soon as you can.

Hi, thanks. I'll definitely gonna do that. The question is also about how to raise awarness and how to do something about the account? I guess it would be better for the community to make it closed or restricted or something. But other than that if he sends me a piece of nothing, do I really have to send it back to make sure I'll get back the money? What if the returning costs more than the item?
