Vacation was not as described

I booked a vacation in the summer. But when I arrived it was a completely different hotel and facilities were different. When I was back home I opened a dispute, but Paypal denied it. Wifi was so bad there I could not start a dispute while on vacation What should I do?

Unfortunately x1 dispute per transaction.

If the vacation was within your country then use the small claims court if you have one?

Or if you funded your paypal payment via a credit card you could see if they will help you?
