Unauthorized transaction

Some hacked my account & made a payment for $59.99 to a name I don't recognize & listed it as friends and family. Pay Pal said it determined it wasn't unauthorized (probably because it's listed as friends & family). I didn't do this. Doesn't pay pal know that scammers can do this & list the payment as friends & family to avoid the protection? How can i get my money back? They also closed my claim quickly the same day dispite saying it would take 9 days to resolve.
