Unauthorized charges from Google Play - 30 different charges of $5 each

Have used Paypal for 10 years and never had issues, has been a great alternative to a checking account. Suddenly, unauthorized charges have become an issue (I see that many other people have had Paypal accounts hacked, but never find out how or why it happens or who is at fault).
I have never bought anything on Google Play and have no idea how my Paypal Account ended up being charged 30 different times (over a period of three days) and each charge said it was Google Play $5.
Has anyone else had this specific issue? Involving Google Play or multiple $5 transactions
I'd like to know if this is a Paypal issue (which means I should cancel account) or something else?
I reported to Google and they say they can not prove it was fraud, I do not understand the process.
Is there a better option than Paypal, for folks who do not want a checking account at a typical bank?
