Sent money to wrong merchant and filed complaint in error

I mistakenly paid the wrong merchant and filed a complaint to get the money back.  Now the merchant, who did nothing wrong, is being charge a penalty of $100 and other fees.  How do I resolve this.  The merchant did nothing wrong,, it was my fault.

Welcome to the PayPal Community! I'm sorry to hear you're running into some issues with a recent case. I was able to find a bit of useful info on PayPal Dispute Fees here. I would recommend reaching out to the merchant to try to come to a mutually beneficial resolution. Keep in mind, if you cancel a dispute before you receive a refund, you may not be able to open the case again.
