Seller fraud & UPS tracking fraud

I purchased a handbag for £700 on Depop & paid via PayPal goods & services, I did become suspicious of this seller fairly quickly. They attached false UPS tracking details to the PayPal transaction in order for the payment to be released to them as it shows as delivered. I confronted the seller via Depop messages about the tracking details & they came up with an excuse saying they were meant to be for someone else from the same area etc. I opened up a claim which the seller didn’t respond to for a week then apparently they provided a UPS shipping label showing my name & address with this tracking number on (completely fraudulent & illegal). Due to these fake documents my PayPal claim was refused as it showed as delivered to my address which is completely wrong. The tracking details showed as delivered to a reception & to a completely different name to me. I have contacted UPS directly & explained the situation & they’ve given me the address which it was sent too & it’s a business address which explains why the tracking shows as delivered to a reception & to a different name. They’ve emailed me this information which I’ve attached to my appeal. I’m worried as I was told I’d hear back from my appeal within 24-72 hours & it’s now been over that time & I still haven’t heard anything. I thought that once I had proof from the shipping company then I’d automatically receive my refund. I have also reported this seller to action fraud & sent a report to the fraud department at UPS. Has anyone else been in a similar situation to this? So much for buyer protection aye 😞

If you received an actual e-mail from UPS stating the shipment was sent elsewhere as a destination (and not to you), be sure to forward that e-mail to the appropriate Paypal e-mail address. See if the headers can also be included to prove it really is from UPS.

Yes it’s an official email from UPS which I had to download & screenshot - it shows “delivery address” which is a business address In a completely different town to me. The tracking details show as delivered to a reception & in a completely different name to me. It has the UPS official logo etc on the email. I’ve just attached it to the “additional information” section on my claim. I hope this is right.

PayPal have refused my appeal even though I’ve provided evidence upon evidence from UPS. I have a document showing the sender & delivery details/ address as well as an email from UPS fraud department clearly stating that I have been a victim of fraud & this delivery was never intended to me. This is outrageous. I know it hasn’t even been looked through properly by how quickly it took them to refuse my appeal when I uploaded ample evidence & notes. I am beyond livid about this & I’m not about to give up. I will be sending a formal complaint to PayPal as well as a report & complaint to the financial ombudsmen. PayPal - you are a complete disgrace !!!

Does anyone else have any idea where I can send complaints to or hit them where it’s hard? I’m really not about to give up on £700 that I’ve had defrauded / stolen from me

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.

Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.

Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.

You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?

Hi, yes I’ve done this - this was an appeal that they’ve refused even though I’ve had evidence upon evidence from UPS showing that it’s all fraudulent

Then phone them again and state if  you are not refunded as you have proof you are a victim of one of these scam firms that send fake tracking numbers, you will be seeking legal advice.

Small claims court? Seek advice from citizens advice bureau, easy enough to file a case against paypal if you think you have enough proof and you think it falls under their buyer protection policy to refund you.

I have phoned them this morning when I received this ridiculous appeal outcome. The woman that I spoke to has contacted the department that made the decision to see if it can be looked at again. I just can’t believe they’ve refused the appeal when I have numerous documents from UPS stating that I’ve been a victim of fraud & they’ve sent me an official document showing where the delivery address of the tracking number, as well as the sender details. I’ve already sent a formal complaint, my next step is to report them to the ombudsman. I can’t believe this is happening to me
