Resolution center and sending message are blocked in my account. I couldn't I initiate an appeal.

Problem occurred in sending message.

I am getting similar errors. I cannot complete my case and submit it for investigation to get my money back for the price of the fake but returned product.
How could I initiate an appeal for my case at the Resolution center?
What happened? Was PayPal blocked before I could submit the case for complaint?
