I created a new account with the same email of a previously deleted account (I wasn't using PayPal almost at all) but when I finished setting up the account, I received an email that my account is permanently banned from using PayPal services. Is there any way to fix this?
If so then the ban was on you and not just the account so you would not be allowed to open anymore paypal accounts as paypal would no longer be offering you their services.
