Refund with a PayPal guest account. Vendor unresponsive after two months waiting.

I purchased an item from a vendor on the 2nd August as a guest via PayPal (its now 13th Oct). Since paying for the item, I have been told the package has been shipped however no tracking information has been provided and after requesting an update or tracking info multiple times the vendor has stop responding. How do I go about requesting a refund with a non-responsive vendor and without having a PayPal account when the transaction was carried out?

You generally don't have Paypal buyer protection cover as a guest buyer but you can contact customer services and they may be able to assist you by reaching out to the seller for you.
So If you need help for a guest buyer transaction then you can;
1. Phone Paypal customer services and see if they will help you.
OR
2. Contact your card issuer for a chargeback.
