Welcome to the PayPal Community. It sounds like your account has been permanently limited - is that right? If so, I can understand how concerning that must be. There may be multiple reasons why your account is limited. However, normally accounts are permanently limited due to some kind of Acceptable Use Policy violation. You're welcome to reach out to our Customer Support teams to discuss this further, but please be advised they are normally not able to overturn this kind of decision.
