Paypal keeps removing my permanent limitation, then re-adding it.

I got permanently limited out of the blue shortly after creating my Paypal account for potential risk, so I contacted the BBB to get it removed. After I did Paypal removed my permanent limitation then asked for more information (My ID, business website) which I provided. Not long after I did I was permanently limited a second time.
After the second limitation I emailed Paypal. A week later the limitation was removed, so I started using Paypal for my business again. Now paypal has limited me a 3rd time after I tried to withdraw the funds I've gotten from my business.
All of the limitations are because of potential risk. Is there anything I can do to get the limitation removed again and stop this from happening? Should I just email Paypal again?

All you can do is ask customer services to look into the ban again unfortunately.
