Paypal charged me dispute fees when someone accidently sent me money. What can I do?

A person sent me money by accident. When they didn't receive their item they put in a dispute (which they added a note to saying they sent me money by accident). I called Paypal support because 1) I didn't want it to look like I was a seller who didn't send an item to a buyer if I issued them a refund via the dispute claim and 2) They mistakenly sent $60 and I was being charged a $3 fee which wasn't part of the refund (so their mistake was going to cost me $3 which didn't seem fair at all), plus another number was being listed on the refund that was greater than the $60 so it was all very confusing. 

 

The agent told me to add information to claim to say the buyer sent the money by mistake. The agent said they put a note on the case and that the team that looks at disputes would understand and I would not be charged anything for the person to get their money back. The claim was then resolved in the buyers favour AND I was charged a $15 dispute fee. I got sick with covid and was unable to dispute the resolution. Now the case is closed and I'm out $18 all because someone else sent me money by accident. This is totally wrong on Paypal's part and I'm furious at being robbed by paypal like this.

 

I can't reopen the case or file a new dispute. Paypal support is no help. What can I do in this situation?

Contact customer service to complain without being rude to the PayPal rep, they should be able to refund the dispute fee at least:
