PayPal site unresponsive when I try to upload proof of business address

Hi! Today, I updated my home and business address on my PayPal account. After this, I received an email from PayPal asking me to confirm my identity. I clicked on the link provided and it took me to a screen asking for "Proof of business address". However, when I try clicking on those words, nothing happens. The URL doesn't change nor does the page try loading anything.
