I ordered two "linen" shirts from a company called MF Clothes, and received two very cheaply made cotton-polyester blends - not at all as advertised! As PayPal requested I contacted the vendor and had a series of back-and-forths where the vendor acknowledged the error and then began offering partial refunds, first $18, then $35, then $47, with no return necessary because of the "high shipping costs," on the condition that I first close the PayPal complaint. I informed the vendor that 1) I want a full refund, as the product was not as advertised and 2) I will only close the complaint after I receive the refund. The vendor kept insisting that I close the complaint first and even sent me emails from other customers in which the same "offer" was made. Very hinky. I told the vendor that if I did not receive a full refund first I would escalate the complaint and the vendor responded that we are at a deadlock, so I escalated the issue. PayPal sided with me and promised me a full refund, but said that first I had to send the shirts back at my expense!!!! The cost of shipping this stuff to China is more than I paid for the shirts!!!! But there is no way for me to communicate the absurdity of this to PayPal, since the only way to respond is to first provide the tracking number. My whole point is that I should not pay for the shipping - I was clearly sold a "bill of goods" and should get a full refund and if MF Clothes wants the shirts back (and I doubt they due) they need to pay for the shipping! That's how it works everywhere else - if customer is not satisfied, much less sold something completely different from what they ordered, they get a refund and return shipping is prepaid. How do I convey this to PayPal?

In the event of a dispute you choose your seller and not Paypal so you need to bear in mind possible return trackable costs before you go ahead and buy from that seller / country. Always best to read Paypals buyer protection before you start buying so you know what they do and do not cover.
Paypal state this >>
IMPORTANT: You may be required to return the item to the seller or other party we specify as part of the settlement of your claim. PayPal Buyer Protection does not entitle you to reimbursement for the return shipping costs that you may incur.
You also have the option to do a chargeback via your card issuer instead of a Paypal dispute if you funded your Paypal payment via a credit card.
If you didn't have to return it then every buyer that wins a dispute would keep item and get a refund !!

Maybe your shirts should have been sent to paypay and let them see for themselves you were taken advantage of? I HATE chinese vendors that send the completely WRONG items then try offering you a partial refund
im dealing with someone that sent me an empty box and even with proof of purchasing the same item from another ebay seller they delayed my case another 2 weeks from their original time of resolution…$280
Who exactly was paypay set up for fraudulent sellers ?

Both buyers and sellers are paypals customers.
So paypal gives 'some' buyer and 'some' seller protection and its up to us to risk assess our own transactions.
Paypal is a middleman and has to make judgement calls, buyers complain paypal always sides with sellers and sellers complain paypal always sides with buyers.
Advice is voluntary.

I can appreciate both buyers and sellers are customers,,,,perhaps if you read the first response i got from the seller youd also feel the way i do?
his first reaction was to say my package was opened by customs and that is what happened to my part…customs didn’t put it back before repackaging item?
then he came back with ebay themselves were the ones who shipped out theitem(like theres some magical ebay packaging facility?)
i took photo of my open empty box right at the post office,,,no yellow customs repack tape(thats their signature)…the seller saw opportunity because it was beingshipped into another country plain and simple and i also had to apply to get back the money i paid to customs canada….i DONT need to work this hard for $280 and lets not forget i was buying a part for a car that was36 years old so im well aware of items value
it still doesn’t answer why paypal has delayed their time of resolution by another 2 days?

Paypal does NOTHING even after receiving my police report case number,,,,instead they just keep asking for more information? I will no longer use paypal for ANTYTHING from this pount forward its only credit card purchases because at least the credit card will go after the fraudulent seller bank accounts to get back their money….its ONLY justice if the criminal is the one that has to pay….paypal seems to side with the selkers alone and thats why the seller that ripped me off told me plain and simple that my complaint would fall on def ears and he would not have to give me back my money….paypal you are a SCAM CORPERATION

I bought a pair of smart watches from a chinese seller andthey were not working…i gotthe customary will you accept a partial refund…. When i refused their3 offers (why shouldit cost me anythingif productdoesnt work? I asked for a return shippingaddress(they said no return unless items were returned)so i wentto post office and paid the shipping back to china(worth as much as items)to my surprise there was no more correspondence from the seller so i was out my original cash plus the cash of the return shipping…. The lesson for me was SIMPLE….NEVER trust chinese sellers now i only buy items that are already in northamerica and only deal with those sellers
