PayPal refused my claim of illegal activity but paid an individual not named in my description

I was asked to donate to a dog rescue and being a dog lover I donated to a named Rescue. It was only $17 approximately but after I chose the bank to pay then PayPal told me my money was going to Jose Gomez! I knew that this was a fraud and illegal. I immediately informed PayPal and my bank and my bank will dispute the payment but to my dismay and anger PayPal opened a case and then told me there was no unauthorised activity. This man had stolen a FB identity and used it to impersonate another persons account. This is extremely worrying. PayPal should be protecting its innocent customers! Why can’t the bank say pay now and your money is going to (whoever you want to send your money to) but they they let you pay and THEN TELL YOU YOUR MONEY IS GOING TO A FRAUDSTER! You cannot run a trustworthy bank like that! I am currently overseas and PayPal is useful to me! How do I challenge PayPal?

A dispute for an unauthorised transaction is telling paypal that your account was hacked and used without your consent to make that transaction.
Paypal would check IP addresses and devices and close the dispute if it was you that made the transaction, which it was.
Paypal can't take money back from another person unless its via a dispute and you can only open x1 dispute per transaction.
If you funded your paypal payment via a credit card then consider contacting your card issuer and see if they will help you with a chargeback?

I simply want PayPal not to allow criminals to extract money from customers without telling them to whom their money is being sent. I sent my money to a named Rescue not to Jose Gomez. They informed me once I had paid. If there is a difference between the name of the Rescue and the name on the account why is that not stated when you search for the PayPal address of the Rescue. If this has happened to me can you imagine how many others have been duped. It is not ethical behaviour. At least not in my moral compass! Thank you for dealing with my post.
