PayPal charged me twice for one transaction

Hello everyone,

I have been charged twice by PayPal. I didn't have enough money on my PayPal nor my bank account. After seeing that PayPal couldn't get the money from my bank account, I topped up my PayPal balance with 500 euro. The money from this transaction instantly went off my balance, leaving it at 404.01 euro. Yesterday PayPal took 95.99 euro from my bank account, but my PayPal balance is still only at 404.01 euro. This makes it so I've payed this transaction twice.

I have submitted a claim, but it was denied because the seller didn't bill me twice. I have now appealed it, but I fear that it won't matter.

What can I do to get this money back?

If you have failed bank transfer then Paypal automatically keep trying to access those funds to clear your negative balance.
They have already fronted the payment to the seller on your behalf and so want the money owed.

If you sent a bank transfer (or instant payment) to your Paypal account and Paypal also automatically applied for the funds as well then you would have 2 payments processing to your paypal balance.
The first one to arrive will clear the negative balance (which it has) and the second one will be credited as a + to your balance and you can withdraw it back to your balance once cleared.
