PayPal account Permanently limitation Problem

Sir send me this email Congratulations! Your withdrawal limit has now been lifted. You can now withdraw unlimited funds from your PayPal account but my account is still permanently limited please tell me why my account is still permanently limited because I need this account.

Your account is permanently limited and that means you would never get your paypal account back or be able to use paypal again.

However after 180 days paypal allow you to remove the funds from your account ie withdraw the funds but nothing else.
