PayPal Pay in 4 Charged Twice ??

I purchased a gaming console through Mercari and it was not as described when I received it, it was broken and could not be used. I paid through PayPal pay in 4 and had paid all of the payments. I went through the dispute process with PayPal and the seller never responded. I was told I had won the case then the next day, the case was closed in the seller's favor. I went back and fourth with PayPal and received no help from them so I disputed it with my credit card company instead. My CC company credited the money back to my card while they did an investigation. The next day I see that PayPal has taken the payments away and it showed that I owe them for the item in full. They charged my same credit card yet again for the full amount because the CC company credited me the money back. The credit card company has now closed the case in my favor and PayPal still has not refunded me the money they charged to my card the second time. What should I do?

Welcome to the PayPal Community! I can understand how concerning it can be when a dispute hasn't gone as you had expected. It sounds like there may have been some confusion in the initial decision of the case. If you won the case with PayPal, a refund would have been issued back to your credit card. However if you had also opened a case with your debit or credit card, that would have been considered a duplicate refund, which is why PayPal may have debited you for the charge again.
