PLEASE HELP ME! Trying to re-link my financial institute AND receive a reimbursement from a company

I NEED TO TALK TO A LIVE PAYPAL AGENT!!!! They do not get back to me when I message and their help page has no solutions. Why isn't there a phone number ANYWHERE or. LIVE AGENT TO CHAT? They say oh the agent should be in touch with you in a few hours! well they never do anyway. I am unable to connect my financial institute to them and we were connected for years. I spoke to my credit union & it's not them. They haven't blocked PAYPAL from my account. Okay so second problem.....ALSO a company is trying to refund me for items I returned but PAYPAL won't allow them too. The original  payment tot he company was stopped MISTAKENLY because I didnt recognize the company name BUT I fixed that and they company was paid. Well  after all that , it turned out the items I received didnt fit and I returned them. Since then I have been waiting for the company to reimburse me and they said they are unable to because of a chargeback. I dont understand WHAT that is or means!  Chargeback from who? PayPal? my financial institute? Please how can I fix this? I am wits end

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
