PAypal charged ME for a dispute that never existed-how to get it back?

I received a COVID RELATED GRANT via Paypal
PAYPAL said there was a charge-back when there never was one. My funds were always available. The grantor said PAYPAL had some system glitch
and my account was never put on hold or anything --never a charge-back during these stressful hours of trying to resolve.
NOW THAT IT IS RESOLVED--PAYPAL CHARGES ME 15.00 FOR A DISPUTE FEE, FOR A DISPUTE CONTESTED BY THE GRANTOR,
THAT NEVER OCCURRED THAT WAS DUE TO PAYPAL ERROR
I need every penny of those funds---how can they do this?
