Nguyen <removed>  is scamming PayPal customers.  When a customer as in my case and several other son here, try to dispute it.  he somehow find a UPS tracking number of delivered package around the same time frame, submits it to PayPal.  PayPal does NOT take the 2 seconds to see the name and address are completely different;  of the seller and the recipient!!!!   and ward the the disputed money to the criminal....  not the customer who has been ripped off! Wake up PayPal your supposed to protect us.     ulartshopmart dot com  is a scam

Hi @TT683 and for the rest who have the same issue pertaining to seller named Nguyen <removed>. I feel bad that you are all going through a lot just to resolve the issue. I wish I have access to adjudicate your claim. I already asked one of our supports regarding the activity of the seller. It was verified/confirmed that there's a fraud trend so the best thing to do now is,all of you please contact us via chat or any other available option on the Contact page. Once,you've reached a customer service please advise her/him to check the fraud trend first. Please provide your Case Id if you have proof from the shipping company that it was not delivered to your address much better BUT if you don't have it,that's okay. A customer service representative can reverse the payment due to this fraud trend. Please bear with us if you are not getting a response from our chat support as quick as possible. We are receiving high volume of inquiries yet we are on a skeleton staff. I am confident that you will resolve it with the customer service or dispute specialist. What I can assure you is that in this kind of fraud trend case with high volume of dispute filed against the sellers,they will not be able to access any single money on their account. PayPal will send a parting ways communication to the sellers stating that they are no longer our customers. So,please contact us directly as my hands are tight to help you resolve this issue. @bellah_24  You keep saying "contact us directly" but how is that done?   I've tried email, phone and chat and I either never hear anything back or nobody ever answers.

Bella,

If PayPal has this many claims against one seller how is it they continue to deny the claims and award payment to this crook. Shouldn't all claims be set aside until they can be confirmed?

you and your company are supporting a crook!

I got at the documents from UPS and submitted them showing clearly this person is using fraudulent tracking numbers to win claims.

yet some how... to my continued disbelief.  Paypal is helping this man rip off its customers.

After waiting on PayPal a second time, I finally went to my bank and disputed the charges. I am really disappointed in PayPal’s response, especially when this is their forum. There should be better monitoring. Good luck to you in resolving your claim.

I am in the midst of such a case now... they claim to have contacted seller and they have 10 days to respond. I told them too refund my money immediately and contact police, because the seller provided a fake delivery so they can get my money. Problem being, fed ex claims it was delivered to my front door, but then the street number provided does not match mine. So evidently seller ships fake package to fake recipient to satisfy PayPal conditions. Fraud. Scam. Maybe even drug trafficking, since my order was for a 55lb item and the alleged delivery item was 1lb. It says so right in the fed ex report. I keep telling PayPal everything I find. I keep reporting as much info to everyone... my bank, PayPal, fed ex, government agencies... This person needs to be stopped.

@bellah_24 -as a PayPal employee, why can’t PayPal verify the address from the tracking number? How many customers have to complain before PayPal does something? I am going today to see if the USPS will give me a document that validates that they did not deliver to my address, but what happens if they don’t?

If you paid through a credit card, you can also file a dispute through your credit card company. I sent same documents to my credit company, they dispute the charge for me within 36 hours. WAY faster than PayPal.

I did exactly what @bellah_24 told me to do, and my case was still denied. The customer service person said she’d alert the fraud department, even though I told her the fraud trend already existed. My credit card company would only provide the resolution of cancelling my card and reissuing a new one if I wanted to pursue a fraud case. In this hard time, I can’t afford not to have access to my credit card for a week. I’m so angry with PayPal and now with my credit card company. We are showing them this guy is a fraud and he’s still gathering money and getting away with this. In my case, they said there was proof provided that the package is in the delivery process. Bella, my email for my account is username at an aol account. I have an open conversation with the Customer service chat. We need help here. We have to stop this guy.

Yes, this is completely baffling.  I can't understand how in this day and age we have to communicate with Paypal through smoke signals. I send a message, if I am not sitting at my computer when they respond I have to send another smoke signal and wait for a delayed reply. I have attempted to contact Paypal direct with no positive results. Even with the current status with the Covid 19 we are still able to dial a phone number and so can Paypal. I have left several request in these smoke signals to no avail. My take away from this is that if there was a sincere attempt by Paypal to investigate these claims this would be so obvious yet your results were the same as mine. Paypal continues to defend a fraudster. This could lead someone to believe maybe it's not just the vendor perpetuating this fraud?
