New scam loophole?

Apparently a fraudulent buyer can open a dispute, and then immediately cancel it (as settled)? Had a seller file a claim the day after a transaction was completed, and file several disputes over the next several days and now I have the inability to file an actual claim (never received the item in question, and I never will obviously). I'm sure I'm not getting my money back, but just wanted to warn people about this new tactic.
