I paid a merchant- Fashion Nova in the US with paypal, the merchant cancelled the transaction immediately i did it 11 days ago but i am yet to get my funds back to my pay pal account. The Merchant blames paypal for the issue and paypal blames the merchant. None of them is willing to assist and keeps sending me to the other for a resolution. Please assist.

Pending refunds can only happen for two reasons.
1. The seller has issued a refund from their bank account which takes time to process.
2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.

Unfortunately Fashion Nova say they cancelled the transaction on their end and that Pay pal is holding the funds not them. Paypal say Fashion Nova have not cancelled the transaction. So who should be responsible to assist. My take Pay pal. Please note the funds were in my paypal wallet thus no bank involved here.
Ideally when i have paid for something and i have a problem with the Merchant, the bank helps to followup and recalls the funds. Why is Paypal not doing the same?
