Fixing a permanently limited Paypal account is primarily at PayPal's discretion. There are cases where the account clears the fraud check after the 180-day period and the account is delimited. However, another way to resolve this issue is to make a correct update to your name. This has more chances of fixing the issue when your account is limited from violation of PayPal's user agreement and NOT from a fraud case. You can do this by either adding a second name or a third name, as long as the name you intend to add appears on a government-issued ID. When you request to change your name as it appears on your account, you are required to upload a government-issued ID. This works because it helps to escalate your account status and you just might be lucky to get a response within 3-4 business days after PayPal must have completed a full review of your account.

Hello @kevstar71 and @Anonymous_User

Welcome to the PayPal Community Forum! I'm sorry to hear your account has been permanently limited. Account limitations are normally placed where PayPal detects unusual or suspicious activity or to collect information necessary for keeping your account open. However, when an account is permanently limited, it's normally due to some kind of violation of our User Agreement or Acceptable Use Policy.

With that in mind, permanent limitations are only placed when absolutely necessary and would not normally have the option to appeal. If you have a balance on your account, it's normally held for up to 180 days. After that, you'll be notified on what options are available to transfer any remaining PayPal balance.

My apologies for any inconvenience this may cause,
