Contact the merchant involved and ask?
If you can't resolve it with them then consider opening a paypal dispute for item received but not as described ie insufficient quantity.
To do that click on the transaction and use the report a problem link bottom of that details page.
Put in all the information and escalate to a claim when you get that option if the seller has not refunded as you wanted.
Lastly be aware that if you win, paypal may well expect you to return what you received back to the merchant first (trackable to prove delivery) before getting any refund. Paypal does not deal in part refunds or follow up packages for items.
If you and the merchant agree to do that (part refund) it would have to be in the dispute stage before you escalate to a claim (which is when paypal get involved).
