Lost a fraudulent chargeback dispute, what do I do

I had a friend who had sent me payments of $1,250 two times so that I could convert for him and send it right back to him. He used this money for gambling, and after like 2 months disputed both charges. In my dispute response, I provided complete proof of it being a conversion, proof that he used it to gamble, and proof of him gambling it. I have somehow already lost 1 dispute and will probably lose the second. How the **bleep** is this happening? He gave 0 proof and claimed that one payment an item was not received and that the second was an unauthorized charge. Even if this were the case which it definitely isn't, I SENT THE MONEY BACK INSTANTLY WITHIN A MINUTE.. So if he has his money back, WHAT IS THE ISSUE? Why is he getting free money from me and money is being taken from me illegally? This is literal fraud, and PayPal is doing nothing about it and the card issuer is siding with him. What am I supposed to do? I tried going to the resolution center to appeal the decision but the option for that does not even come up. How can I take legal action? I even opened a ticket when the dispute initially was created and I spoke to a customer service agent and they even said to me they noticed that I received the payment and instantly sent it back. How am I not winning these cases? Why is fraud being allowed by this company and by the card issuer? Please tell me what I can possibly do

If you didn't use the 'refund' option when you sent it back immediately then the transactions would not be viewed jointly.

You have little 'seller' protection for virtual/digital sales which basically is how your transaction would be viewed unfortunately.

I did not use the refund option because he wanted the money in his paypal balance specifically. I assumed he had sent the money from his connected bank or card and needed me to send it back so that it would be in his balance. Regardless of this, when I opened a support ticket they specifically mentioned that they saw I sent the money back immediately. If I am sending it back immediately, and he receives the money, there is literally 0 reason at all that he should be winning the dispute. Like wtf how is paypal allowing this

Doesn't matter that they 'see' you sent it back, you didn't use the refund option so the 2 transactions cannot be linked under paypals buyer protection policy.
