Localbitcoins Paypal chargeback scam - Legal action required

I have been the vicitm of a scam, and I am unsure what protection Paypal are providing me - if any.

I recently sold some bitcoin via the trading platform localbitcoins.com, the buyer "[removed]. I received the funds from another Paypal account, and within hours Paypal had frozen my account.

It would appear that the individual who sent the money is disputing the trade and requesting the funds back. Paypal have removed the funds from my account, and threatening to close the account.

Clearly the seller on localbitcoins is a criminal, however I also have concerns that the individual sending the funds is in on the scam too. 

 

My question is - is anyone else interested in forming a group legal action against Paypal to act in the interests of its customers and prevent these chargebacks being permitted without any evidence or investigation.
