Limited Access to my Account

I am getting a message that my account has limited access.  I'm getting a message that PayPal took $1.95 out of my debit card, and they want to know a code that shows on that transaction.  However, nothing was removed from my debit card and I can't explain that anywhere in the Resolution Center.  How do I resolve this if I can't tell them that?  I'm VERY frustrated!

Did you wait the 2-3 business days for the code to show on your card or bank statement as per link?
