To release a payment that’s on a 21 day hold, in general:

To be able to remove card from business account , you have to fix the temporary limitation first.
The best place to find information on what you’ll need to do to fix limitation is the email you receive telling you that your account is limited.
Also, log in to your account for additional details about your situation and how to resolve the limitation.
Here's how to remove a limitation from your account:
- Go to the Resolution Center.
- Click Go to Account Limitations.
- Click Resolve beside each step.
Once your account is under review, please watch for and respond to communications from PayPal.
If there is no information, no steps to resolve limitation in your business account, contact customer service for assistance:

2. Click Disputes and account limitations.
3. Click Account limitations
4. Click How to resolve an account limitation
5. Click Call Us at the bottom.
or if the card just can’t be added to either account:
- https://www.paypal.com/smarthelp/contact-us
- Click Account profile and set up
- Click Credit or debit card
- Click Add and confirm
- Click Call Us after the “This information might help” box.
