Please help me, I was not aware of the account had to be in my name, I thought it was a business account and had to be in the business name, my account got permanently limited and I wish to change the name and can provide proof so it can be lifted but not getting anywhere, it was accidental.

Welcome to the community and thank you for your post.
When you create a PayPal account, you must use your legal name that appears on your ID. If you created a business account, the business name can be the company name, however, the name on your account still needs to be your legal name.
If you opened your account using your business name, this would be why your account was permanently limited. To continue to use PayPal, you would need to open a new account using an alternative email address.
