Items not delivered after 13 months

I ordered 3 items in April 2021. The company has not delivered them. The company continually promised delivery would be soon, however i still have not received them. I finally got fed up with the unfulfilled promises and requested a refund and it was refused. I know 180 days has expired, but this is a deceptive company and i see that PayPal is still processing transactions for them. Can there not be an exception to the 180 day limitation considering that PayPal still collects money for them?

Never know them to make an exception, even credit cards normally give you the same timeframe.

Always open a dispute before 180 days, then if you get a refund and item turns up its easy enough to just pay the seller again.
