I have a problem where I can't reach the seller. The Item I ordered was never delivered even though the tracking number shows the delivery took place. I need the seller to contact thte delivery company to put in a claim. Paypal is providing no help in this situation and the seller has never returned even one message and has no phone number. Any suggestions?

You’ll have to contact the shipping company to check if your street address is even on the parcel/postage label. You could be a victim of fake tracking number scam. Get shipping company’s findings in writing from them. Then open a dispute for item not received and state your case, upload copy of shipping company’s findings and escalate as soon as you can for PayPal to investigate and make a ruling. Note that initial ruling may be determined by computer and need to be appealed with customer service:

- Click Message Us or Call Us after “This information might help” box.
If you don’t get anywhere with PayPal, you may opt to dispute through your card issuer, if that’s how you paid.

Hi,
I was unable to get anywhere with paypal on this matter and have not received any options for them to investigate or provide resolution.
Since that is the case I have contacted my credit card company and am hopeful that they will deal with this fraudulent situation.
Lessons learned, if it's not a big name website, make sure they have a phone number that works, and that you can get a legitimate response from their email address before ordering anything from them.

Same issue. Dispute was closed. Seller has no valid email or phone. Tracking is just a city. It was a huge package I would know if it was here. Plus after investigating there are scam claims all over google on this company. I should have checked first. Crownkof.com
Delivery was via USPS supposedly and I cannot see my mailman delivery a box with two huge chairs.
how do I appeal this if dispute is closed in their favor?

Paypal is just a payment processor that gives you 'some' buyer and 'some' seller protection.
So disputes for non receipt of item are mostly automated. Seller provides tracking that shows delivery = seller wins.
So then its your turn to do some work to assist Paypal in recovering your purchase price from your seller.
Firstly ring Paypal customer services and tell them that the number is fake or that the item was shown as shipped before you purchased it. With that information they may well just issue you a refund.
Secondly if they don't then... APPEAL
To submit an appeal on the dispute that was closed, PayPal asks that you obtain a detailed report from the shipper/courier (on their letterhead or some other form of official stationary) that includes the address the seller gave them for the shipment. Or one that includes a statement mentioning your address and saying the item was delivered to a different address. THEY DON'T HAVE TO SAY WHICH ADDRESS IT WAS SENT TO, JUST THAT IT WAS NOT DELIVERED TO YOUR ADDRESS.

When you have that, contact PayPal via phone (log on to your account and click contact at the bottom of the page, or via Facebook (send a Private Message to PayPal) or via Twitter (send a Direct Message to @AskPayPal) and say you want to appeal the denial of the dispute based on the shipper saying the item was delivered to a different address. Once it's submitted (you will be provided with directions on how to do that), the dispute will be reviewed further and a determination will be made.
You also have the option to contact your card issuer if you funded your Paypal payment that way and see if they will do a chargeback for you?
Advice is voluntary.

Update. I went to the post office with the tracking numbers. Definitely a scam but here is what is interesting. There were 3 deliveries with those same real tracking numbers to my zip code, just not to me. USPS wouldn’t say delivered to where, could be random anywhere but me, in my zip code, and all were 1 lb or less mail- packages. Mine would have been way heavier. So they pay xxx for tracking but in the end they make out $$$ because they get far more then what tracking costs. They gave me enough information to prove and PayPal refunded. Note USPS has online USPS Informed mail, it gives you daily a snap shot of all mail being delivered to you on any day. A real picture. As long as that package mailing is paid through post office. So not Amazon. That also provides proof of what you did and did not get that day.

I have the exact same issue with this company (CrownKof). Fake address, a phone number that blocks all calls and an email that comes back as undeliverable. PayPal was no help whatsoever and the claim I filed was in the fraudster's favor. I have learned my lesson to research well before a purchase. My next step is to report them to the Better Business Bureau and get my credit company involved.
