Item arrived broken, emailed seller who is offering tiny refund

Asking for opinions on what to do...

So I bought an item from overseas - an amusing clock - with Pay in 4, and it's nothing like what I expected for the cost and arrived not working.
It's basically a piece of plastic with a picture for the clockface, no cover to protect anything, showed up in a flimsy plastic bag and thin cardboard box with no packing to protect it and it arrived not working - cost $51 AUD.
Tried contacting them, and got 'oh so sorry' we'll try and fix the situation...please send photos of it not working
Did that and they said that that is the one I ordered, and the best we can offer is $4 USD which is about $6 AUD...for a broken $51 clock...

Just tried to lodge a dispute and the system tells me I can't......have I been stitched up or is there anything Paypal can do ? ? ?

I don't know - when I tried to, the system told me I couldn't open a dispute for this kind of transaction...
