Ignored invoice and partial payment

My first order was a vendor who I frequently bought goods from ... I I put him together an order over 500$ and in the midst of setting up he took off I did invoice him him , with no luck . I'm new to Paypal I can't even report this for some reason

If someone does not pay you then don't send them their items.
