I was charged $59.99 for a recurring automatic payment, i thought the recurring payment was cancelled but never knew it wasn't and i didn't sign up for it. I reported the case to pay-pal and they responded saying they determined there was no unauthorized use and for this reason i wasn't issued any refund. Paypal want me to contact the merchant directly and Right now i am no longer using the merchants. Please how do i get my full refund.

You can still the merchant at their website, through their support contact facilities. If they do not have a website for contacting about such issues and you pay with credit card, do a credit card chargeback.
