I have been scammed

Hello paypal ,

my phone was stolen in 11/7 and The thief Check my Mobile and saw my paypal account and he see my balance and he add bank account in USA 

And my Paypal Account Location in egypt and he request to withdraw the balance 

after he take my money i restored my phone and i was checked that he do all this

add bank account and he verified it 

make withdraw transaciton 

i want to cancel this withdraw and back my balance agine 

and after that delete this bank account 

i hope any one help me

How did he know your password or other log in security information to access the paypal app?

He Stole My Bag Thats Have Inside (Laptop + Mobile )

And he Open it and add his Federal Payoneer Bank Account and active it also and do withdraw 

(My paypal account located Egypt and All my Credit card Egypt Banks  ) And ( Scammer Bank account In USA Payoneer bank account)

so how it come to associated USA BANK ACCOUNT TO egypt Paypal account it should be fraud here

i message paypal before transfer complete

That's an arranged scam

He  Also Try to add my credit card to his payoneer account but centeral bank of egypt forbidden any transaction with forigen Bank thats why it decline

Well if someone stole my laptop or phone they still couldn't access my paypal account or app as they would not have my fingerprint or password.
