I have been scammed by fraudster using PayPal as safe heaven and PayPal refused and closed my claim

 I purchased products from Indonesia seller and use buyer protection as I'm aware I will be protected by PayPal from scammers and fraudsters.
- I paid part payment amount USD $500 as products still in production line and as per agreement will paid in full another USD $500 when products completed and ready to ship.
- as I wait until the due date, products not send and I made inquiry to seller, but he said his business break-up and his business partner is no longer with him. He cannot refund my part payment as his business PayPal account in under his partner name.
- I believe, I'm have been scammed and they used PayPal account easily to scammed other vulnerable people like me, and I also believed, I am entitled to get my money back USD $500 because I am eligible under buyers protection from PayPal.
- I claim dispute and PayPal refuse and closed my claim.
What number can i call or discuss my case or what email address can i send for request review of my case?

So did you pay using the friends/family option or goods/services?

Do you mean you opened a dispute for non receipt of item, if not can you clarify?

Did you escalate to a claim?

Did the seller provide a tracking number?

- I pay using good and services because I'm aware and want buyers protection

- Yes, I opened a dispute for non receipt of item and or not receive refund

- I escalate claim and paypal request further document "A copy of the receipt that details your credit" and I sent download of document of payment using paypal balance and also document or proof of purchased and proof of part of payment amount USD $500

- Seller did not sent tracking number and not responsed to email and message, uncontactable.

I realized it, I have been tricked by seller that said he will refund my part payment and open dispute claim for request a refund.

and PayPal requested documentation for show refund or credit due.

and i cannot appeal the closed case as it is no action button for appeal case

What should i do?

Refund not received

The seller agreed to issue a refund

Case status: Closed

The case was closed in the seller's favour because there was no documentation given to show the credit due.

Sorry but you keep saying 'refund not received'. If you opened a dispute for refund not received and not 'item not received' then it would have been a billing dispute you opened surely.

So did you actually open a dispute for ''ITEM not received'' and NOT 'refund not received' ???

when i dispute and claim my money back that i sent to sellers, as part of payment. but at claim and open dispute, i only can dispute "Refund NOT Received" and can not open a dispute for ''ITEM not received'' as no features for that

Item not received is always an option if you paid using the goods/services option and not the friends/family option OR paid via a 'donation'?

Seller sent invoice thru email, and i paid USD $500 of part payment of that invoice and i believed i chose sent part of payment for business with buyer protection.

while i dispute and claim closed, i do not have an action button to appeal. what number should i call and how can i request for appeal?
