How to withdraw money from a permanently limited account ?

my business paypal account is permanently limited. I didn't link any bank account or card to withdraw money. Now my money is stuck from 10 months 
i have received emails multiple times that i am enable to withdraw money. but i am not able to link a bank account to withdraw. Paypal support do not even reply. Any solution ?

You will need support’s help to enable the withdraw function for you, otherwise, you’re blocked from linking bank account or card due to permanent limitation.

Probably have to re-verify your identity as well.

Log out of all accounts.

Visit https://www.paypal.com/ae/smarthelp/contact-us      

Scroll down to click “Call Us” option on the bottom.

Click “call us as guest”.

Say to automated assistant, “agent” until it connects you to one.
