How to retrieve the money that could be in pending or already paid to a ghost?

I purchased a product from an individual, not business. Unfortunately, that individual happens to be a scammer and a ghost, with all his information turns out to be fake and he is nowhere to be found. Only evidence is that I paid some amount to a ghost. How can I retrieve my money back that could be in pending or already paid?

If transaction is pending as authorization, wait for payment to Complete or be posted to dispute (you have 180 days from payment date to dispute). If it doesn’t complete in a few days, authorization will eventually expire and drop off. You can try asking PayPal if they can void authorization for you but not all authorizations can be voided by PayPal or the bank, just the merchant, unless it’s still pending beyond 30 days. Authorizations allow merchants up to 30 days to void or let expire.

Thank you for your respond.  What you mean is all you mentioned process will take place without the recipient (The ghost is gone)?

and What if I didn't notice while pending and I found out after paid and the recipient is gone and cannot be found because of all fake information?
