How to refund in a dispute

I opened a dispute. The seller now wants to refund but refunds are blocked. What can he do and why is Paypal customer service non existent?

Refunds are never blocked. If he wanted to refund to end the dispute he can do so.
He may be delaying you hoping the dispute auto-closes at 20 days post opening so make sure you escalate to a claim before it does.
