How do you report a user who is stealing?

I "hired" a person to work on my outboard engine. He did some work which wasn't great and said he needed payment upfront for the whole job. I like a schlub paid him and sent it as friends. I have been trying to serve him in small claims court but he's a thief and mutiple process servers can't find him. I don't understand why you can't report a user and upload the proper documentation? Or at least flag him so that people will be aware of this past issues. It truly looks like, Paypal does NOT care one bit if people use their platform to steal. I get that you don't want to false accusations about people, so fine let me upload the case to prove that I'm not trying to be mean to a person.

Don't need to link to it, all someone has to do is click on your username and all your posts will show up, most folks worked that one out real quick.

The same folks that do NOT pay a seller using the friends/family option knowing that they would negate their buyer protection as they chose to read the buyer protection policy.
