How do I report a scammer that is selling nudes of another person?

I have tried to file a dispute with PayPal which was closed, and have not been able to contact them through their messaging or on the phone. I would like helping finding a way to report this scammer. Also, are people allowed to sell nude content through PayPal, even if they were a legitimate seller?

I am sorry to know about what has happened and apologize for not getting options to contact us. If you're not happy with the decision of the dispute, you can certainly appeal the case by selecting a closed case in the resolution center within 10 days from the dispute closed date. Support is also available if you send a DM to @AskPayPal on Twitter or a PM to facebook.com/PayPal.
