How can I connet customer service with no phone and no operations in history

How can i connect to PayPal support via Resolution Center if I have there message "No transactions yet."
My problem connected with banking operation with my credit with PayPal operation code [Removed. Phone #s not permitted]/p>

Don't recommend me making phone call

The Resolution Center is not for contacting customer service. It’s for opening disputes and dealing with account limitations.

On that page I have only link to "Ask the community", "Resolution center" and "Call"
