You’ll have to resolve the limitations found in the resolution center. If you were permanently limited, need to wait the 180 days for PayPal to email that it’s ok to withdraw funds. Try to add a bank account or card to withdrawal and if does it let you, contact customer services for assistance and you might also need their help to enable the withdrawal functions too.
