Dragonpay to Paypal pending transaction

I have a pending international payment from a friend through Dragonpay. It says I have to go to a remittance center to claim the money and have it reflected on my paypal account. I have to pay nearly 3000 php to claim it and when I asked for an email invoice of the transaction my friend said that the transaction should be completed first in order to get the email invoice. I tried to track the transaction using the reference number provided but it says the ref. no. is too short or insufficient. Is this a scam or some sort of phishing? What should I do? I hope someone can help me.

You never pay any upfront fee as a seller or to receive funds.

Ignore scammers that send fake Paypal emails telling you that you need to pay an upfront fee to verify/upgrade/or any other reason to 'accept' a payment.

You would certainly never have to send funds via another payment processor/bitcoins/ or tokens/vouchers of any sort.

Any fee is auto deducted by Paypal at the same instant the remainder of the payment is credited to your Paypal account balance.

No funds in your balance = you have not yet been paid, even pending/held payments will still show in your Paypal account activity.

Im glad that I did some research first before falling into their trap. Funny thing is in the transaction note they mentioned the incomplete name of the remittance center, I tried to send them a fake complete name of it as a confirmation and they agreed, thats when I knew it was a scam.  They ignored me after asking multiple questions for transaction confirmation.
