Funds are pending, item sent. Can the buyer cancel transaction?

So we received funds for a camera and they are pending until tracking no received. Which we have now done. Can the buyer cancel the transaction in the mean time?

Buyers cannot cancel payment once it has been completed but do have 180 days to report a problem for item not received, significantly not as described or unauthorized activity for which there’s a dispute process.

If you entered tracking number into the transaction, PayPal will release the funds 1 day after confirmed delivery as long as buyer does not report a problem with the order for the reasons above.

What about when the transaction is still pending not completed? I've sent the item already. Can they cancel while it's still pending?
