Fraud alert! Paypal refuses to close my account!

Someone stole my paypal account to send themself some money.  Paypal said this was a regular transaction even though the fraud person signed me up for one of Paypal's companies Xoom to send himself the money.  I had to remove my credit cards and now, paypal will not close my account until I give them a new credit card or 12 months of credit card invoices.  This is absolutely absurd!  This fraud person still has access to my account.  I know this as I had another attempt to gain access after removing my credit cards and Paypal asked me to verify my information using this person's email address.  Are you kidding me?  I'm done asking Paypal to remove this person's email address and now I just want to close the account.  How do I get Paypal to close my account?  It needs to be closed asap!

Thank you, but I've tried that multiple times.  I've tried by phone, email, and chat.  They just tell me to give them my credit card or twelve months of credit card invoices.  I also can't get my personal information removed from my account like my address, and phone number.  I've removed everything I can at this point.  The person still has access to my account and if I give them any credit card information, then he will also have it.  I sent them another chat that they still have not responded to before posting here.  You responded before they did.
