Fradulent return process? Did I get scammed?

A seller provided false return information during a Paypal dispute which is against PayPal policy. This prevented me from returning the item successfully, and I got scammed. I have proof that I did everything I needed to do correctly. I did not get the refund. How may I open dispute?

Did you open a dispute for item received but not as described?
Did you escalate to a claim?
Did paypal find in your favour?
Did paypal tell you to return the item back to the seller, trackable to prove delivery?
Does tracking show the item as delivered and did you provide paypal with the tracking number?
That is how a claim would work, however if you sorted something between yourself and the seller during the dispute stage and chose either not to escalate or the dispute closed then sadly you may be out of luck of getting a refund as its x1 dispute per transaction.
Advice is voluntary.

Call customer services and explain the situation and appeal the decision. It’s also important to keep as much correspondence within the dispute, when a case is opened. What you and the seller say in the dispute is evidence. If seller gives return address by email instead of in the dispute correspondence, always escalate to a claim so that PayPal can provide the official return address (fake or valid), at least it’s the address PayPal told you to return to. If you returned item to address that seller provided in the dispute, ask PayPal to reopen the case saying you returned to address as directed by seller and provide proof of delivery with the tracking number but return address turns out to be invalid. If you have pdf of return label or photo of the return postage label on the package before sending, that could be helpful evidence.
Hopefully, they’ll relent and give you a courtesy refund as goodwill.

The answer to these questions, except the last one, is Yes. All communications occurred on paypal, during the dispute. The answer to the last question is the item is not delivered but I provided the tracking. Paypal made their decision based on the item not being delivered. The item is still in transit and has been held up for a few months. My suspicion is the delivery address is false. I nevertheless followed paypal's instructions to return the item. To be clear, paypal provided the address.

I do have this evidence, as well as the USPS receipt, and the tracking number is valid for another year.
Thank you for the advice. It seems like the only option is to call them, which I have never had luck with. Paypal is very rough in certain situations. Honest people are the ones who lose out, and it's very frustrating when paypal seems to side with the bad guy.
