Filing a dispute after 180 days?

I ordered a pair of jeans back in August 2021. They still haven't arrived and I feel like the guy that owns the brand is scamming all his customers. He's given us updates every now and then but it's almost always a lie. I waited and waited because I've bought from him before so I trusted the brand. I'm tired of waiting and just want my $600 back. Is there any possible way I can still file a dispute? Should I call my bank? Any help is appreciated.

Paypal buyer protection only lasts for up to 180 days.
You can ask your card issuer or bank but its unlikely their protection would last longer than that, worth checking though.
Advice is voluntary.
