Excess amount charged to my Paypal linked Forex card

I paid EUR133.20 using my Forex prepaid card loaded with EUR currency to by a train ticket in Europe. However, since the default currency on PayPal is USD I was charged USD153.37. As per their email, EUR133.20=USD153.37. But why has been my Forex card charged with EUR147.85? The excess amount charged to me unnecessarily is EUR14.65? I am not disputing the total amount, only the excess amount charged to me.

I understand your concern about the excess charges reflecting in your card towards a PayPal purchase. When you make a payment in foreign currency using your card, you will be given options to choose currency conversion with PayPal or with your card issuer. I recommend you to review the transaction details in the activity page to see if PayPal applied the conversion rate or any additional charges applied to this transaction. You can also reach out to PayPal Support team to get a clarity on the extra charges levied for this purchase. If the card issuer's rate applied, you have to contact your card issuer directly about the conversion rates. 

By reviewing the details if you feel that you were charged extra, please report this billing error in the resolution center of your PayPal account to get this checked further.
